What the agency recruiter is deciding
They have a client requisition, a submission limit, and a short list to send. You are competing for a slot, not for the job.
They ask whether they can defend this submission if the client asks why. That is narrower than whether you are qualified.
So they look for the exact required skills, named, near the top, with dates that account for your time.
What gets a contractor dropped before submission
